  REPORTS

By now many of you have seen the October 14th speech given by Lord Richard (Christopher) Monckton, the former science advisor to British PM Margaret Thatcher, excerpts of which appear on YouTube (http://www.youtube.com/watch?v=PMe5dOgbu40). In it he warns Americans about the real purpose of the upcoming Climate Change Summit in Copenhagen (Dec. 7–18) and the new climate treaty its attendees will attempt to ratify. He says,

I read that treaty and what it says is this: that a world government is going to be created. The word “government” actually appears as the first of three purposes of the new entity.

The second purpose is the transfer of wealth from the countries of the West to Third World countries, in satisfaction of what is called, coyly, “climate debt” – because we’ve been burning CO2 and they haven’t. We’ve been screwing up the climate and they haven’t. And the third purpose of this new entity, this government, is enforcement.

Monckton believes that global warming hysteria is being generated by the far Left as part of an attempt to impose global taxes on the US to bring about international control of the US economy under a UN-based world government. The Copenhagen summit will be a watershed moment for these forces who expect the backing of President Obama.

Globalists will try to usher in their new world order on the back of the still unfolding economic crisis, the threat of terrorism/war (and “pursuit of peace”), and the climate change agenda. Of these three “crises” the climate change agenda is the most likely to unravel because people are beginning to discover the truth – that global warming is a hoax intended from the start to mislead the gullible masses into believing that a world government is needed to solve this “man-made” crisis. (See the DVD Global Warming or Global Governance? by Dr. Michael Coffman, available on our website – www.garykah.org.)

Based on President Obama’s recent track record, Monckton has reason to be concerned – as do we. When one considers Obama’s relentless push for socialized healthcare and his signing of the new Hate Crimes legislation this week, and his whirlwind of recent globalization meetings which have included the North American Leaders Summit in Guadalajara (August 10, re: the future of the North American Union); the UN General Assembly (which he addressed on September 23 as a “citizen of the world”); and the G20 meeting in Pittsburgh a few days later at which he handed over much of our economic sovereignty to international interests; one can only imagine what he might try to do at the upcoming summit in Copenhagen.

Fortunately, for all freedom-loving people, some of the details of the Copenhagen treaty are still being hammered out and there are lingering disagreements among developing countries who want exemptions regarding CO2 emissions. This could delay the ratification process. I am convinced that Obama wants to sign a climate change treaty; but unless the wording of the treaty is finalized soon, he may opt not to attend the summit for political reasons. One thing is almost certain – considering the promises of support he has already made to international leaders, he will sign the treaty if it’s finished in time and if it’s politically expedient.

Obama is being “egged on” by an impressive entourage of one-world allies ranging from Tony Blair (who could become the first President of the European Union) to Mikhail Gorbachev and the Pope, who have long supported the climate change agenda through their words and actions. The Pope’s most recent endorsement came through his encyclical “Caritas in Veritate” in which he called for “a worldwide redistribution of energy resources.” He went on to say,

This responsibility is a global one…The Church has a responsibility towards creation and she must assert this responsibility in the public sphere…The international community has an urgent duty to find institutional means of regulating the exploitation of non-renewable resources, involving poor countries in the process, in order to plan together for the future.

In his encyclical Pope Benedict also called for a “world political authority” with “teeth” that would have “the authority to ensure compliance with its decisions from all parties, and also with the coordinated measures adopted in various international forums.” This language, in its totality, sounds to me like an endorsement of the global government agenda behind the Copenhagen treaty.

Benedict met with Obama at the Vatican on July 10th, right after the completion of the G-8 Summit in Italy and just days after presenting his encyclical on July 6th. There is little doubt the two men discussed environmental matters during their private meeting. It seems the Pope has been doing his part to rally Catholic support for the climate change agenda and Obama’s role in it.

Hollywood and most of the mainstream media – barring Glenn Beck and a few other programs – are also behind Obama on this issue, as is the Nobel Prize committee. It is my personal belief that Obama was given the Nobel Peace Prize to help set the stage for his signing of the Copenhagen treaty. He will need all the “credibility” the Nobel committee can offer in order to get the job done.

In his speech Lord Monckton warned that President Obama might sign the Copenhagen treaty without seeking a two-thirds ratification of the treaty by the Senate, or any other type of Congressional approval. If Obama signs the treaty but thinks he won’t have the Senate’s two-thirds super majority required to give a treaty status as enforceable law, he could try to couch the Copenhagen accord as an executive agreement rather than a treaty. An agreement would not require two-thirds approval by the Senate but would still become enforceable if left unchallenged by Congress. Another possibility is that Obama may sign it as a treaty but not seek the approval of the Senate – hoping a majority of Senators will simply look the other way and allow it to go into effect.

It will be interesting to see what happens between now and Copenhagen. Will the mounting wave of public opposition become large enough to stop the treaty? Or, are globalists now so strong they can push it through? Time will tell. Like many, I’m hoping for the best while preparing for the worst.

According to The Washington Times here are some of the specifics of the Copenhagen treaty based on its latest draft:

The treaty’s text is not yet finalized but its principles are aimed at regulating all economic activity in the name of climate security, with a side effect that billions of dollars would be transferred from productive countries to the unproductive.

The control lever is the regulation of carbon emissions, which some purport are causing global warming. The treaty would establish a Carbon Market Regulatory Agency and “global carbon budget” for each country.

In effect, this would allow the treaty’s governing bodies to limit manufacturing, transportation, travel, agriculture, mining, energy production and anything else that emits carbon – like breathing…

The governing authority envisioned by the document reads like a bad George Orwell knockoff. The treaty establishes a body called the Conference of the Parties (COP), which is given ultimate authority over administering and enforcing the treaty. Its executive arm is something called the Adaptation Fund Board, under which is the Copenhagen Climate Facility, also known as “the Facility.” The Facility is necessary because in order to save the planet, “the way society is structured will need to change fundamentally.” This change would be impossible under the “fragmented set of existing institutions,” so the Facility will step in with “such legal capacity as is necessary for the exercise of its functions and the protection of its interests.” That’s the Facility’s interests, not yours.

The Facility will be run by an executive committee, the membership of which “may include representation from relevant intergovernmental and non-governmental stakeholders.” So left-wing pressure groups, animal rights fanatics, tree-huggers, Al Gore or any other part of the environmentalist fringe would be eligible for executive committee membership. Naturally, global-warming skeptics like Lord Monckton need not apply.

A “massive scaling up of financial resources” will be required to fund the COP’s activities. The United States and others will be required to transfer $800 billion over five years, with additional funding requirements assessed on an as-needed basis. The COP will have taxing authority “including, but not limited to, a levy on aviation and maritime transport.” The ability to tax aircraft and shipping is bad enough, but as careful readers of the elastic clauses of the U.S. Constitution know, the phrase “including but not limited to” authorizes any tax they can imagine.

Signatories of the treaty will be required to file reports to the Committee for Reporting and Review (“the Committee”), and if found not in compliance with the treaty’s terms, they may have to face “the Facilitative Branch.” If this branch finds that a country is violating the terms of the agreement, it will “undertake the measures necessary” to bring the country back into compliance.
